Licitaciones AI, the SECOP II radar: stop reading tender documents you won't win.
Arcetec builds and operates Licitaciones AI, the agent that monitors SECOP II, Colombia's public procurement platform, for Colombian companies: it periodically sweeps the official open data on datos.gov.co, filters tenders according to the company's profile and scores each one from zero to one hundred, assessing fit, financials, experience, team and competition, with a traffic-light rating. Tender documents are read with artificial intelligence: each requirement is extracted with a page citation and validated by a person before it is used; if the AI is unavailable, the system says so — explicit degradation, never simulated. The Go/No-Go assessment lays out what the company has, what it lacks and why, before it invests a week in a tender it would not have been able to bid on. The agent also tracks documentation gaps by comparing the company's repository against what the tender documents require (each document current, expiring or missing), monitors the validity of the RUP (Colombia's bidder registry) and background certificates with an alert before they expire, builds staff shortlists by matching the résumé bank against the required profiles, and delivers competitive intelligence on the history of contract awards: who wins what and for how much. It integrates with the client's Microsoft tenant: corporate sign-in with Entra ID, live documents from SharePoint via Graph without copies, alerts for green-rated tenders in the Teams channel, and an MCP server with nine tools to query the radar from Claude or any compatible agent. The company profile is configurable: today it is calibrated for technology services and can be re-targeted to another industry by adjusting codes and criteria, without redevelopment. Licitaciones AI does not write the proposal: it tells you whether it is worth bidding, what is missing and with which team. We operate from Cajicá, Cundinamarca.
The agent monitors SECOP II, scores each tender from zero to one hundred based on your profile, reads the tender documents with artificial intelligence and tells you what you're missing to qualify — with a reasoned Go/No-Go assessment.
- Official SECOP II open data from datos.gov.co
- Every requirement with a page citation and human validation
- The assessment arrives before you spend a week on the proposal
What the agent does
From the SECOP II sweep to the reasoned assessment: the full cycle, every day.
- SECOP II radar — A periodic sweep of the official open data, filtered by your company profile: the tenders that fit you show up on their own, without spending the morning searching for them.
- Traffic-light scoring — Each tender is scored from zero to one hundred, assessing fit, financials, experience, team and competition. The traffic light tells you which to look at first and which to let go.
- Tender documents read by AI — Requirements are extracted with a page citation, so each one can be checked against the original document. Human validation is mandatory: nothing is used without review.
- Go/No-Go assessment — What you have, what you're missing and why, with the reasoning behind it — before you spend a week putting together a proposal for a tender you weren't going to be able to bid on.
More than a search engine.
The radar finds; this is what decides. Four fronts a search engine doesn't cover.
- Documentation gaps — Your repository against what the tender documents require: each document shows as current, expiring or missing, and you know what to obtain before the deadline — not the night before.
- Validity dates under watch — The RUP and background certificates are monitored with an alert before they expire: you don't lose eligibility over a date nobody was watching.
- Staff shortlists — Your résumé bank against the profiles the tender requires: the shortlist comes from what you already have, not from a last-minute search.
- Competitive intelligence — Who wins what and for how much, based on the history of contract awards: you know who you're up against before deciding whether to bid.
Integrates with your tenant
The solution runs against your company's Microsoft tenant, not alongside it.
- Entra ID — Sign-in is your corporate one: whoever opens the radar signs in with their usual Microsoft account, with no other password to manage.
- SharePoint via Graph — Your documents live, without copies: gaps are calculated against what's in your SharePoint, not against a duplicate that goes stale.
- Teams — Alerts for green-rated tenders arrive in the team's channel: the opportunity shows up where work already happens, not in yet another inbox.
- Arcetec MCP — Nine tools to query the radar from Claude or any agent compatible with the standard: the radar also answers questions.
